LEGISLATIVE COUNSEL'S DIGEST
AB 564, as introduced, Brownley. Building standards: carbon
neutral buildings.
The Warren-Alquist State Energy Resources Conservation and
Development Act requires the State Energy Resources Conservation and
Development Commission to prescribe, by regulation, energy
conservation design standards for new residential and new
nonresidential buildings to reduce the wasteful, uneconomic,
inefficient, or unnecessary consumption of energy.
This bill would state the intent of the Legislature to enact
legislation to require the commission to adopt carbon neutral
building standards.

State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. It is the intent of the Legislature to enact
legislation requiring the State Energy Resources Conservation and
Development Commission to adopt carbon neutral building standards so
that the net quantity of carbon dioxide emissions resulting from the
construction and operation of a building, based on a full life cycle
of the building, is zero.
