BILL ANALYSIS AB 1890 Date of Hearing: April 17, 1995 ASSEMBLY COMMITTEE ON UTILITIES AND COMMERCE Mickey Conroy, Chair AB 1890 (Conroy) - As Introduced: February 24, 1995 SUBJECT Public Utilities: bills for services. DIGEST Existing law grants the California Public Utilities Commission (CPUC) the regulatory authority over public utilities. This bill would permit gas, electrical, and water corporations to identify, as a separate amount, on bills for services, the amount to be paid by the customer that represents the costs of complying with a federal, state, or local governmental mandate, not including fees imposed by the CPUC. FISCAL EFFECT Unknown. COMMENTS 1) According to the author, this a spot bill. The author has expressed his willingness to return the bill to this committee when substantive amendments have been made. 2) Currently, California's electric utilities charge some of the highest electric rates in the nation. In an attempt to identify why the rates are at the level they are at, this bill will allow utilities to offer transparent billing. That is a billing system which allow the utilities to identify government imposed mandates and costs as a separate line item - continued - AB 1890 Page 1 AB 1890 on a customers bill. Although there are many factors contributing to California's high electric rates, this bill attempts to highlight government intervention as one of the primary reasons for California's high electric rates.
