BILL NUMBER: AB 849 VETOED DATE: 09/29/2000 SEP 29 2000 To Members of the California Assembly: I am returning Assembly Bill 849 without my signature. The bill would require the Santa Ana Regional Water Quality Control Board (Regional Board) to undertake a bioassay and bioaccumulation studies within Newport Bay and to report to the Legislature by June 30, 2002 on its findings. The Regional Board has not identified a need for additional bioassay and bioaccumulation studies at Newport Bay in order to evaluate the dredging project for maintenance of private boat slips. In addition, meeting the requirements for approval of permits by the California Coastal Commission is a local responsibility, and not one typically funded by the state. Sincerely, GRAY DAVIS
