To Members of the California Assembly:

I am returning Assembly Bill 2471 without my signature.

This bill would require the Office of Planning and Research to
provide additional information in its State Environmental Goals and
Policy Report.  The Report would be required to present data, by
state region, concerning specified topics such as total population,
threatened and endangered species, emissions of air pollutants and
particles, impaired water bodies, drinking water usage and testing,
total per capita vehicle miles of travel, and toxic sites.

I am committed to improving environmental quality in California.
However, I am vetoing this bill because it would involve significant
costs not included in the Budget Act of 2000.  This effort should be
considered in the normal budget process.
