BILL NUMBER: SB 280 VETOED DATE: 09/22/2000 SEP 22 2000 To members of the Senate: I am returning SB 280 without my signature. This bill would require State buildings to exceed existing minimum energy efficiency standards, and direct the Integrated Waste Management Board to adopt more comprehensive "green" building standards that would apply to State buildings constructed after July 1, 2003. This bill is unnecessary. In early August, I issued Executive Order D-16-00 that directs the Secretary of State and Consumer Services Agency to include sustainable building practices into the plans for all new State buildings. The order establishes the goal that State buildings become the model of energy, water, and materials efficiency while providing healthy, productive and comfortable indoor environments and long term benefits to Californians.
