To Members of the California State Senate:

I am returning Senate Bill 1489 without my signature.

This bill would require the Department of Justice, in consultation
with the Office of Environmental Health Hazards Assessments, to
perform a study for the purpose of determining the health effects of
pepper spray, and to develop guidelines for the use of pepper sprays
by law enforcement and correctional officers.

This bill has costs that are not included in the 2000-01 Budget Act.
While this legislation may have merit, the appropriation for the
study should compete with other priorities during the annual budget
process next year.
